Resolved: Tail brake converter

Does the tail brake converter hold the intensity of the red bike vis lights at a certain percentage and increase to 100% when the brake is applied?
I  see the brake modulating unit does but its not clear on the tail brake converter.

Yes the converter decreases the brightness of the Bullets under normal running then brings them to 100% when the brake is applied.
